ET: Engine (Twin) Loose Cam Follower Spindle

Working on my timing chest - at DDunfey's suggestion, I ran a tap several times through the nyloc nuts 98 before fitting them. Before it was tight on the spindle, I saw the spacer ET99/2 rotating on the front inlet cam follower spindle. Obviously, the spindle is loose. So I used doubled nuts and wriggled it gently out, cold. It's standard size. Should I get a +.003" spindle, or is it OK to use some strong Loctite? Grade?
Is it accurate enough to use the steady plate to set the depth of the spindle?
